Born and raised in Saint-François-de-la-Rivière-du-Sud, Norbert Morin is married to Diane Gendron and he is the father of four children. He has also been the co-owner of the family business, la Boucherie Richard Morin inc. since 1990.

Mr. Morin has always been involved in many aspects of his community, as the mayor of Saint-François-de-la-Rivière-du-Sud and also on many boards of directors, such as the CLSC and CHSLD de la MRC de Montmagny, the Caisse Populaire Desjardins de la Rivière-du-Sud, the Business Developpement Agency de la MRC de Montmagny, the Centre d’aide et de Recherche d’Emploi de Montmagny-L’Islet.  As a mayor he was also a member of the MRC de Montmagny, and acted has the chairman of the public security committee and was an active member of the school board of l’École intégrée Notre-Dame-de l’Assomption/ La Francolière.

Norbert Morin was first elected as Member of National Assembly in the riding of Montmagny-L’Islet from 2003 to 2007 and from 2008-2012. During this period he was appointed as Parliamentary Assistant to the Minister of Natural Resources and Wildlife, as well as Parliamentary Assistant to the Minister of Natural Resources, Wildlife and Parks. He was a Member of the Committee on Transportation and the Environment, Member of the Committee on Labour and the Economy, and a Member of the Committee on Planning and the Public Domain.

On September 4th 2012, Norbert Morin was elected in the new riding of Côte-du-Sud. He was until April 2014 the chairman and official opposition critic for food processing. He is re-elected deputy of Côte-du-Sud pm the 7th of April 2014.
