Health Access Program : The Liberal Plan for Fixing the Health Care System


After four years of watching the train pass us by, it is fair to say that the CAQ has failed when it comes to health care. One thing is clear; we cannot trust them to manage the network. There are now over a million people on the waiting list for a family doctor, the wait list for surgeries has skyrocketed and emergency room wait times have increased by close to 4 hours.

In order to overcome the health care system’s growing needs, the Quebec Liberal Party is proposing a comprehensive plan, the Health Access Program. We cannot simply give up as François Legault has done, that’s why we are advancing real solutions.
Health Access is a realistic, responsible plan that will allow us to address the critical issues so that Quebecers’ health can benefit. To achieve this, the Quebec Liberal Party is proposing:

  • Real care provided by a family doctor for all Quebecers who want one, which will help relieve pressure on emergency rooms;
  • Increased hospital capacity with an additional 4,000 beds to meet needs;
  • A remedial overhaul of surgical services, including through the private sector, and at no cost to patients, because it is simply unacceptable for Quebecers to wait months or years with pain and anxiety;
  • An operation to bring manpower back to the health care system to support our professionals and avoid exhaustion throughout the network. That includes adopting legislation on staff-patient ratios.

The reality is that since the CAQ came to power, all health care indicators are flashing red. With an aging population and families’ growing needs, we really need to turn things around. Quebecers need a catch-up plan and the Quebec Liberal Party is offering real solutions to make that happen. Unlike François Legault, I won’t give up. We need to offer a family doctor to every Quebecer who wants one. I will never claim that the labour shortage is a good thing when there isn’t enough staff to take care of Quebecers.
