By increasing the legal age to purchase cannabis to 21, the Legault government has gone against experts’ recommendations and is effectively encouraging 18 to 20-year-olds to purchase unmonitored products from the black market.

Our decision to establish the legal age at 18 in the first version of the bill was in keeping with a majority of experts’ opinions, including that of the Institut National de Santé Publique and many public health directorates.  

Today, with the adoption of Bill 2, the CAQ government has guaranteed a financial future for organized crime. Minister Carmant is acting irresponsibly. He says he wants to protect young people, but he has abandoned over 110,000 of them with his bill
