The Minister of Energy and Natural Resources, Mr. Jonatan Julien, lacks transparency when it comes to Hydro-Québec’s overbilling. The MNA representing Laval-des-Rapides and Liberal Critic for Energy and Natural Resources, Mr. Saul Polo, will seize the opportunity presented by the public consultations on Bill 34, An act to simplify the process for establishing electricity distribution rates, which will be held this week by the Agriculture, Fisheries, Energy and Natural Resources Committee, to continue to demand that the Minister provide Quebecers with a clear portrait of this file.

Mr. Polo regrets that Minister Julien is attempting to make Quebecers believe that his bill will have a beneficial impact on the cost of hydroelectricity. If the project had been applied over the past 4 years, the rate increase would have been of 5.2% instead of 2.6%. Quebecers would have therefore paid more under Mr. Julien’s formula.

The MNA representing Laval-des-Rapides isn’t the only one raising questions about this bill. A number of experts are wondering about the real impacts that it will generate.

François Legault’s government’s rhetoric contrasts with what he said when they were in the opposition. The Leader of the CAQ promised to reimburse overpayment by sending Quebecers a cheque. The MNA representing Saint-Hyacinthe, Ms. Chantal Soucy, had even launched a petition demanding the reimbursement.

If the government had really wanted to put money back in people’s pocketbooks, he would have already sent them a cheque, as promised. The truth is that Minister Julien’s bill won’t return the overpaid fees to Quebecers, it’s just an illusion. He wants to be able to check off an election promise but has neglected to ensure that citizens are better off because of it.
