2018-2028 Québec Infrastructure Plan
QUÉBEC CITY, May 31, 2018 – Continuing the unprecedented plan to renovate, build and expand schools in Québec, more than $2.3 billion will be invested over the 2018-2019 school year. These new investments will fund necessities such as real estate maintenance, as well as school expansion and construction projects throughout the province.
Sébastien Proulx, Minister of Education, Recreation and Sports and Minister responsible for the Capitale-Nationale region, made the announcement today during a visit to the Central Québec School Board’s St. Vincent School.
A sum of $608 million will fund the expansion and construction of new schools. These funds are part of the 2018-2019 investments in school infrastructure, which total over $1.6 billion. These investments include $965 million to continue the renovation of existing schools, starting next year.
$608 million for school construction and expansion projects
This financial assistance will enable the completion of 50 school construction and expansion projects beginning in the summer of 2018. These projects are aimed at general education and vocational training institutions as well as regional schooling services for disabled students and students with adjustment or learning difficulties. For children’s general education, the amounts include an increase of 15% for the cost of construction and for costs related to implementing architectural or engineering solutions that support students’ educational success as well as sustainable development. This could include projects to create open and flexible learning spaces that encourage creativity, collaboration and interaction, buildings that let in natural light or have good indoor air quality, the use of systems that minimize greenhouse gas emissions, etc. This financial aid is a concrete move to support educational success for Quebecers of all ages.
In terms of adding space, a total of $31.59 million was announced just for the Capitale-Nationale region.
- Central Québec School Board: $12.35 million
This money will fund the construction of a 14-class elementary school on the south shore of Québec City, with the aim of relocating St. Vincent School, a project that will cost a total of $10.35 million. $2 million will be reserved to study the construction of a regional high school on the grounds of St. Vincent School in Québec City. This project will be included in the Québec Infrastructure Plan (QIP) as a “project under study” to combine St. Patrick’s High School and Quebec High School into one ultramodern building.
- Commission scolaire des Découvreurs: $670,000 to refurbish the Saint-Michel special school.
- Commission scolaire de la Capitale: $18.57 million
More than $965 million for the maintenance and renovation of school facilities
A total of $965 million is available for Québec City school boards. With these funds, the school boards can now submit school infrastructure renovation projects to the Ministère to be carried out during the 2018-2019 school year or during the summer 2019 construction period. Moreover, the amounts available for each school board have been announced even earlier this year so that they can plan the construction work and begin preparations as quickly as possible. See the annex for the list of amounts by school board.
For the Capitale-Nationale region, today’s announcement represents investments of almost $100 million towards adding educational spaces and maintaining the current ones.
Quote:
The state of our school infrastructure is extremely important to me, and that’s why I am announcing unprecedented investments to renovate, expand and build schools. We know that more attractive and stimulating schools directly promote students’ educational success and improve the daily lives of the staff who work there. That is why, in addition to these investments, we have set up the Lab École and supported Schola. We will also continue to speed up the process so that school boards can plan construction work and begin preparations as quickly as possible.
– Sébastien Proulx, Minister of Education, Recreation and Sports and Minister responsible for the Capitale-Nationale region
Key points:
- Since 2016, nearly $5.9 billion has been invested in Québec’s school infrastructure to add space, maintain buildings and eliminate maintenance deficits.
- In total, the school expansion and construction projects submitted by the school boards as part of the 2018-2028 QIP totalled nearly $2.1 billion.
