The Quebec Liberal Party’s Immigration Critic, Mr. Gaétan Barrette, claims that the François Legault government has not kept its promise about the grandfather clause as part of reforms it made to the Programme de l’expérience québécoise (PEQ).
This morning’s announcement by Immigration Minister Nadine Girault, indicated that a grandfather clause would only apply to a certain number of students, specifically those who received a diploma eligible within the PEQ or who will earn such a diploma by December 31, 2020. This measure therefore excludes a significant portion of students who have already begun the process, but who are in the first years of their academic career.
Since the announcement of the new version of the PEQ, the QLP has been concerned about processing delays, the extension of the experience required for eligibility within the program, the importance of the grandfather clause, as well as Quebec’s international reputation.
The Minister’s announcement is, of course, a step in the right direction but in trying to correct blatant injustices, she has created new ones by proposing a measure that is clearly discriminatory. The injustice originally affected all students and workers within the PEQ, this proposed measure only affects a portion of them. Worse yet, with this announcement Quebec will lose its competitive edge over other provinces. The worst news of all is that the Minister has already refused to make any further changes to this program.
