Montréal, March 26, 2018. – The Quebec government will invest $95 million to increase access to educational childcare services for children from disadvantaged areas all over Quebec. Luc Fortin, Minister of Families, announced it today alongside Isabelle Melançon, MNA for Verdun and Minister of Sustainable Development, the Environment and the Fight Against Climate Change.
Since 1997, the Reduced Contribution Regulation has covered a maximum of 2.5 days a week per child. Today’s announcement will make it so that children from disadvantaged areas can attend educational childcare services for free five days a week. The measure will be implemented in August and be part of the 2017–2023 Action Plan to Foster Economic Inclusion and Social Participation.
This measure will apply to children whose parents receive help from the Social Assistance Program, the Social Solidarity Program, the Youth Alternative Program, the Objectif Emploi Program and the Cree Hunters and Trappers Income Program of the Ministère du Travail, de l’Emploi et de la Solidarité sociale, and it will be valid in subsidized childcare centres and daycares as well as recognized home childcare establishments with subsidized spaces. The $95 million will be spread over the duration of the Plan.

The 2017–2023 Government Action Plan to Foster Economic Inclusion and Social Participation follows a vast public consultation allowing the population and organizations to highlight the importance of supporting access to daycare services for children from disadvantaged areas. This measure is important in the fight against poverty and social exclusion in Quebec.
