Montreal, June 16, 2026 — Quebec Liberal Party Leader Charles Milliard, accompanied by Members of the National Assembly and candidates, today unveiled the Liberal Plan for the French Language. This plan is the result of an ambitious, positive, and unifying vision aimed at strengthening the vitality of French throughout Quebec. Backed by an additional $380 million investment over four years, the plan is based on a simple conviction: the best way to protect French is to make it a tool for success, influence, and unity.
Structured around seven key pillars — Read, Integrate, Prosper, Learn, Protect, Shine, and Unite — The plan includes major investments in reading, French-language instruction, educational success, culture, and the promotion of French in areas where its vitality is under pressure. The objective is clear: to make French a driver of our success.
In particular, the plan proposes making reading a national priority through a series of structured initiatives designed to promote reading at every stage of life, including providing every elementary school student with a Quebec French-language children’s book at the end of each school year and increasing support for school, municipal, and community-based initiatives.
To make French a true language of integration, a Liberal government will invest nearly $130 million more in French-language instruction services in order to reduce wait times and provide faster access to programs.
The plan also makes educational success a cornerstone of the vitality of the French language. It proposes assigning a specific mandate to the Estates General on Education to examine French language instruction, teacher qualifications, and the particular challenges boys face in terms of academic achievement.
Recognizing that linguistic challenges vary across Quebec, the Quebec Liberal Party is also proposing a targeted approach to address areas where French is more vulnerable, notably through initiatives tailored to local realities and partnerships with economic and community stakeholders.
The plan also includes several measures aimed at expanding the reach of the French language and Quebec culture, notably through increased support for making French-language content more discoverable and the creation of a support program for French-language content creators on social media platforms.
The Quebec Liberal Party also aims to make French an economic strength. The plan includes a Francophone economic outreach strategy to increase Quebec’s exports to Francophone markets and expand economic missions to French-speaking countries. It also calls for major investments in the fight against illiteracy through community education centers. Beyond being a social issue, literacy is also a powerful economic driver that encourages participation in the labor market, increases productivity, and contributes to Quebec’s collective prosperity.
Finally, the QLP proposes modernizing the Charter of the French Language to strengthen public support for French-language protection objectives while maintaining a balance between defending our common language, respecting individual rights, and uniting Quebecers around a shared project.
