Quebec policy on sustainable mobility

QUÉBEC CITY, April 17, 2018 – The Quebec policy on sustainable mobility, with investments of over $9.7 billion, including $2.9 billion in new investments, was unveiled today. It’s the first time in Quebec’s history that a policy has been so integrated and comprehensive. Concerning all modes of transport, for goods as well for people (including those with reduced mobility), it is intended for Montréal, Québec City, and all of Quebec’s regions. It addresses public transit, active transportation, and maritime, air, rail and road transport. We believe that all Quebecers and their families, regardless of their circumstances, should be able to travel anywhere in the province in a quick, affordable and safe manner. This has a direct impact on their quality of life, as less time on the road is more time spent with family and friends.

The policy also demonstrates Quebec’s desire to position itself as a North American leader in sustainable and integrated mobility by 2030.

The policy is designed to:

  • Be at the service of Quebecers: more transportation options will result in better flow and less time wasted;
  • Support economic development: an increase in innovation and better performance by the transportation system will reduce road congestion and transportation-related expenditures, resulting in increased competitiveness for businesses;
  • Have a small carbon footprint: less solo driving will result in lower fossil fuel consumption and decreased greenhouse gas emissions.

It outlines concrete and ambitious goals, such as:

  • Ensuring that 70% of the population has access to at least four sustainable mobility services;
  • Reducing the travel time between home and work by 20% on average;
  • Reducing household gross expenditures allocated to transportation by 20%;
  • Reducing solo driving by 20%;
  • Reducing the level of fuel consumption in transportation to 40% below 2013 levels;
  • Reducing GHG emissions in transportation to 37.5% below 1990 levels;
  • Reducing costs associated with road congestion for businesses in the Montréal and Québec City metropolitan areas;
  • Reaching $15 billion in annual sales in the Quebec land transport equipment sector;
  • Increasing the goods shipped at ports and intermodal rail terminals by 25%.

To reach these goals, it outlines five key forms of intervention:

  • Working with the municipal sector to promote the implementation of sustainable transportation services for people as well as to plan transport and land use together;
  • Supporting operators in supply chains in the implementation of high-performing transportation services for businesses;
  • Establishing transportation infrastructure that encourages sustainable mobility;
  • Promoting electrification and the use of energy-efficient vehicles;
  • Taking the lead in Quebec’s sustainable mobility.

Sustainable mobility means travelling that is easier, quicker and more economical through the use of means that are integrated in the surroundings and the environment. In response to the challenges posed by climate change, the aging population, our families’ needs and Quebec’s social and economic aspirations, it’s a societal choice that we must make for our future. It’s also a response to the emergence of smart, autonomous and interconnected transportation systems and the business models that have arisen from them. In fact, sustainable mobility is an unavoidable transition. But above all, it’s an exciting challenge, and one that Quebec will meet.
