Châteauguay, September 11, 2026 – The leader of the Quebec Liberal Party, Charles Milliard, announced today a series of measures to enable more seniors and people with disabilities to remain in their homes for as long as they wish, while providing better support to family caregivers.
A Liberal government will increase funding for in-home support by $700 million to expand the services provided directly in people’s homes. It will also invest an additional $80 million over four years in home modifications and expand the PEFSAD program to include personal care services.

When an older adult or a person living with a disability wishes to remain in their home, in their neighborhood, and close to their loved ones, a lack of services should never be the reason they are forced to leave. We want to bring services closer to people and empower them to choose where and how they want to age.”

Better Support for Those Who Care for Others
The Quebec Liberal Party is also committed to revising the criteria for the tax credit for family caregivers in order to better recognize the different realities of family caregiving and to protect the retirement benefits of people who reduce or interrupt their participation in the labor market to care for a loved one.
Tax credits for seniors will also be simplified to make them easier to understand and claim.
Strengthen community organizations
A Liberal government will provide an additional $200 million over four years in funding for community organizations. It will also revise the overall mission-based funding to make it more predictable and better suited to the realities of these organizations, while reducing their administrative burden and simplifying accountability requirements.
