Biography

Charles Milliard has led the Quebec Liberal Party since February 2026. A pharmacist by training and a seasoned manager, he has built his career around bringing people together, moving projects forward, and forging alliances that make a real difference.

Born in Lévis and now living in the Eastern Townships, he knows a Quebec beyond the major centres—one of regions, entrepreneurs, workers, and families who want public services that measure up and an economy strong enough to support their ambitions.

Before entering politics, he headed the Fédération des chambres de commerce du Québec and held senior roles at Groupe Uniprix and NATIONAL — experience that put him at the crossroads of the economy, health care, and Quebec's biggest challenges. He holds an MBA from HEC Montréal and has taught leadership and strategy to the next generation at Bishop's University.

His commitment reaches well beyond business. He has chaired the boards of the Festival international de Lanaudière, the Festival TransAmériques, and the Fondation du Cégep de Lévis, and has served on the boards of the Orchestre symphonique de Montréal and the Conseil des arts de Montréal.

A Liberal member since 1998, Charles Milliard entered politics with a simple conviction: Quebec can regain its momentum if it has the courage to fix what isn't working, rally its strengths, and build with ambition.
