2025 Rules for the leadership election


Montreal, April 19, 2024. – The Quebec Liberal Party unveils the full details of its leadership race, which will culminate in the spring of 2025.

Chaired by Me Nicolas Plourde (Bâtonnier, Ad. E.), the Electoral Committee carried out exhaustive work and held consultations with various bodies in order to prepare the terms and conditions for the leadership race. These were recommended to the PLQ Executive Council, which adopted them unanimously.

As a reminder, the main terms and conditions of the leadership race were adopted by the Executive Council on October 10, 2023, then presented to militants on October 15, 2023, at a General Council meeting in Drummondville.

All the terms and conditions were then adopted by the Executive Board on April 18, 2024.

Here are some of the key points that will govern the Quebec Liberal Party leadership race:

  • Candidates will need the signatures of 750 members in good standing from at least 70 ridings and 12 regions, at least 350 of whom must be new members;
  • The deposit required to become a candidate will be $40,000, and the limit for expense has been set to $400,000;

A 5-month leadership race divided into 4 phases:

  • Firstly, the Consultation Phase will begin on January 13, 2025. This date marks the start of the leadership race. The Consultation Phase will last approximately three months, ending on April 11, 2025, which will be the deadline for the submission of candidacies.
  • The Communication Phase, lasting around two months, will begin on April 12, 2025, and end on June 8, 2025. It will be marked by 4 debates.
  • The Voting Phase will then take place over a six-day period, starting on June 9, 2025, and ending at the Leadership Convention on June 14, 2025. Members in good standing will be able to vote by telephone or Internet.
  • Finally, the Leadership Convention will be held on June 14, 2025, in Quebec City.

A system of weighted votes by riding, to ensure regional representativeness: 

Votes will be weighted by riding and age group according to a point system: 250,000 points for all ridings and 125,000 points for members aged 25 and under.

  • Each riding is allotted 2,000 points, which are allocated to candidates according to the percentage of votes received for that constituency by members aged 26 and over.
  • A total of 125,000 points are awarded to members aged 25 and under, regardless of riding, which are allocated to candidates according to the percentage of votes received among these members.

The revival of our Party continues, and under the guidance of our next leader, we will form the best alternative to replace the current government between now and the 2026 general election.
