Brownsburg-Chatham, September 6, 2026 – The leader of the Quebec Liberal Party, Mr. Charles Milliard, is presenting his plan today to make agriculture a true driver of economic development in all regions of Quebec. The PLQ wants to give producers the means to invest, grow their businesses, ensure the next generation of farmers, and create more market opportunities for local products.
A Liberal government will take action across the entire chain, from farm to table. It will modernize financing tools, facilitate the transfer of farms to the next generation, and better tailor programs to regional realities. It will also strengthen short supply chains and local food systems so that more of what is produced in Quebec can be processed, sold, and consumed here.
At the heart of this plan, a Liberal government will redistribute $560 million over four years to farmers. The PLQ also wants to support those who feed Quebec by ensuring the long-term stability of farmworkers and addressingfood insecurity through the rollout of food vouchers, which will both increase the food purchasing power of vulnerable individuals and create new market opportunities for local producers.

Allocate $560 million to farmers over four years: We will reform the Green Fund’s distribution method so that money from the agricultural sector is not used for other purposes and instead goes back to farmers to support production, investment, and the development of their businesses.
Transforming the Quebec Agricultural Finance Corporation into a true development partner: We will modernize the Financière agricole du Québec so that it becomes a true partner in the development of agricultural businesses and the economic development of Quebec’s regions.
Adapting our agricultural programs to regional realities: We will automatically incorporate a regional perspective into all of Quebec’s agricultural programs so that their design and revision take into account the specific realities of outlying and remote regions, including transportation costs, access to services, and production conditions.
Agricultural succession will become a priority in all government programs: Every new agricultural program must include a component dedicated to the next generation of farmers and address the realities faced by young farming businesses.
Develop financing solutions tailored to the next generation of farmers: We will develop financing solutions that are more agile, more flexible, and better suited to the realities faced by the next generation of farmers, in order to support the establishment, long-term investments, and growth of agricultural businesses.
Facilitating the transfer of agricultural businesses: We will simplify and harmonize tax and administrative rules to facilitate the transfer of agricultural businesses—whether within a family or not—and ensure the continuity of farms throughout Quebec.
Ensuring the long-term viability of rank-and-file workers: A Liberal government led by Charles Milliard will ensure stable, recurring, and multi-year funding for regional agricultural organizations, commensurate with their needs, in order to sustain their mission, strengthen their presence on the ground, and provide hands-on support to farmers in all regions of Quebec.
Launch an initiative to simplify regulations in the agri-food sector: We will review the rules and administrative procedures applicable to the agri-food sector in order to eliminate unnecessary obstacles, reduce processing times, and facilitate the processing, marketing, and sale of Quebec products, while maintaining the highest standards of food safety and security.
Develop regional agri-food logistics hubs: We will support the development of regional logistics hubs to centralize the warehousing, packaging, transportation, and distribution of Quebec products, thereby making it easier for agri-food businesses to access local markets, retailers, institutions, and new sales opportunities.
Give Quebec foods a more prominent role in public institutions: by developing regional partnerships between Quebec agri-food companies and public institutions to increase the availability of locally produced goods in schools, hospitals, long-term care facilities, and other public institutions.
Create a funding program to implement food voucher initiatives that strengthen local food systems throughout Quebec.
